 This summer is the harvest season for Obama's diplomacy. Firstly, reconciliation and resumption of diplomatic relations with Cuba, the old enemy of the United States, have solved the most difficult problems in the US Peripheral Diplomacy for half a century; secondly, it has pushed the Iranian nuclear issue to reach a comprehensive agreement and become a model for diplomatic efforts to solve complex international hot issues.            Of course, the follow-up to the two diplomatic incidents will not be smooth, conservative U.S. congressmen are likely to block the appointment of the ambassador to Cuba, may also create obstacles to the U.S. acceptance of the Iranian nuclear agreement in law. But in any case, these two things are enough to be the most dazzling achievement of the Obama administration in the field of diplomacy.            Both Cuba and Iran have a long history, dating back decades. Several presidents of the United States wanted to do something about these two issues, but none of them succeeded. Why did the final qualitative change happen in Obama's post? There are three main reasons.            First, the change in the strength of the international pattern gives the parties a sense of urgency to solve the problem. The United States is increasingly aware of the difficulty of maintaining global leadership, and is turning to more skillful use of power, the legitimacy of its own actions and international appeal, and the pursuit of multilateralism. Cuba and Iran are rich in resources, but their economic development has slowed down mainly because of foreign policy. It should be said that the situation is changing and the parties are more aware of what they really want.            The two is the pragmatic diplomacy of the Obama administration. When Obama was just taking the presidency, Bush's hand picked up a badly damaged US diplomacy. Obama knows that his predecessor's tough style and force preference have made U.S. diplomacy passive, and the excessive use of force has weakened the U.S. global image and leadership. Therefore, the key words of his first term of foreign policy can be called "withdrawal", withdrawing troops from Iraq and Afghanistan, making a moderate strategic contraction. The second key word for foreign policy during his tenure should be "talk", giving priority to negotiation and avoiding direct military intervention, especially the dispatch of ground forces, which is evident on the Syrian issue. Though criticized for being weak, it has achieved the solution to the two problems of Cuba and Iran.            The three is Obama's personal factors. Obama was born in grass-roots, the twists and turns of his childhood had a subtle impact on his later characterization, he was cautious, but not decisive, slightly inadequate execution. Plus, unlike his predecessors, such as George W. Bush, Bill Clinton and George W. Bush, who served as governors or senior federal officials, he served only as a lawyer and senator, lacking administrative experience. It was his weakness, but to a certain extent it was his strength: to listen, to be inclusive, to be safe. In foreign policy, he avoided the use of force and emphasized the importance of negotiation.            Moreover, one of the most pressing realities is that, in the face of both houses of Congress, controlled by Republicans, Obama realized that he could not do anything at home and turned to diplomacy to seek a breakthrough in his own political legacy.            In short, a slap can not be heard. It seems that the solution to the two problem stems from heaven, earth and human resources.
